Her Excellency Mrs. Helen Kilpatrick, CB

Governor’s Office

Government Administration Bldg.

George Town

Grand Cayman

Your Excellency

The Cayman Ministers' Association is extremely concerned to learn from the media that serious consideration is being given to (1) sale of alcoholic beverages from an increased variety of outlets on the Lord's Day, and (2) that such outlets might include petrol filling stations.

We believe that the issue should be considered in terms not only of what may be strictly legal, but in terms of an application of good civic common sense, bearing in mind the well-known impairment of judgment caused by alcoholic beverages as well as the serious driving infractions that are already observable on every journey.

The issue should be considered equally important in terms of the first four introductory affirmations of the Preamble of the Cayman Islands Constitution. These affirmations register the most basic values transmitted to our generation from our forebears, and speak of:

  1. A God-fearing country based on traditional Christian values;

  2. A country with open, responsible and accountable government;

  3. A country in which religion finds its expression in moral living and social justice; and

  4. A caring community based on mutual respect for all individuals.

The Cayman Ministers' Association understands that Cabinet is able to issue a directive in this matter, as it has done in the past, and urges it to do so at this time without hesitation, taking into account these important principles. As our code of ethics for elections has stated, "Government is established to promote a peaceable, productive and godly life, as well to share in creating conditions that are most desirable for promoting and maintaining the general well-being of all persons living in the Cayman Islands."

With kind regards and every blessing upon good government,

Yours very truly
